Description
The Department of Marine and Fisheries was created on July 1, 1867, although it did not receive legislative authority until May 22, 1868. The Minister of Marine and Fisheries was the department's political representative. The provinces are responsible for certain areas of fisheries jurisdiction, including fish processing and the training of fishermen. In its early days, one of the department's most active agencies was the operation of the Marine Service of Canada, which later became the Canadian Coast Guard, with vessels dedicated to performing maintenance of buoys and lighthouses. The department also had responsibility for overseeing the qualification of apprenticing sailors who desired to become mates or shipping masters. Fisheries management became a much more important role of the department during the latter part of the 20th century.
This collection consists of registry files which closely parallel the administrative history of the Fisheries Branch. A majority of the organizational units and their functions are represented within these records, as is information on most types of fishing practised during this period. The records include documents pertaining to the issuance of fishing licenses; reports of inspectors, overseers, guardians and wardens; and employment records of certain individuals. Relations with other countries, from treaty negotiations to the seizure of foreign vessels, are also represented. Following the turn of the 20th century, documents relating to the branch's marine biological stations were created as the scientific component of the branch expanded.
Le ministère de la Marine et des Pêcheries fut créé le 1erjuillet 1867, bien qu'il n'ait détenu aucune autorité législative avant le 22 mai 1868. Le représentant politique de ce Ministère était le ministre de la Marine et des Pêcheries. La juridiction de certaines zones de pêche relevait des provinces, comme la transformation du poisson et la formation des pêcheurs. À ses débuts, l'un des organismes les plus actifs de ce Ministère était le Service maritime du Canada, qui allait devenir la Garde côtière canadienne. Ses vaisseaux étaient responsables de l'entretien des bouées et des phares. Le Ministère devait également assurer la supervision des qualifications des apprentis marins souhaitant devenir second capitaine ou capitaine. Vers la fin du XXe siècle, le Ministère joua un rôle beaucoup plus important en matière de gestion des pêches.
Cette collection contient des dossiers d'enregistrement très liés à l'histoire administrative de la Direction des pêches. Ces dossiers contiennent des informations sur la majorité des services organisationnels et leurs services et sur la plupart des types de pêches pratiquées à l'époque. Ces dossiers contiennent, entre autres, des documents concernant l'émission des permis de pêche, des rapports d'inspecteurs, de surveillants, d'agents et de garde-pêche, ainsi que des relevés d'emploi de certains individus. Les relations avec d'autres pays, depuis la négociation des traités jusqu'à la saisie de navires étrangers, sont également consignées dans ces dossiers. Au début du XXe siècle, des documents relatifs aux stations de biologie marine du Ministère furent créés en tant que composant scientifique de la Direction élargie.
