Before Confederation, there were two registrars general, who were appointed as the provincial secretaries of Upper Canada and Lower Canada. After 1867, the Secretary of State became the Registrar General and held that role until 1966, when an autonomous Department of the Registrar General was briefly formed. In 1967, the responsibility was given to the Minister of Consumer and Corporate Affairs. When this position was discontinued in 1995, the Minister of Industry took over the role of Registrar General. Industry Canada has subsequently decentralized the function of the Office of the Registrar General.
The Registrar General of Canada is responsible for registering all letters patent, commissions, instruments, proclamations and any other documents that may, from time to time, be issued under the Great Seal of Canada, which is used to certify official state documents, or the Privy Seal of Canada. Such documents can include the appointments of senators, puisne justices and governors general. The Registrar General maintains a registry of the issued documents. The function of registering pardons was discontinued by the Registrar General and transferred to the National Parole Board in 1992. The Registrar General of Canada is also the custodian of the Seal of the Administrator of Canada and the Seal of the Registrar General of Canada, and while the Governor General is formally the keeper of the Great Seal of Canada, he or she normally entrusts the Registrar General with the seal's safekeeping.
This collection consists of a key to the general index, which is a group of seven indexes each covering a specific period of time. The key included on the microfilms here cover the period between 1651 and 1867. The key contains a listing in strict alphabetical order of the names which appear in the General Index, as well as the page (folio) number in the General Index and the line number on the page where each name is located. The General Index itself, which is a different collection, identifies the nature of each document (commissions, letters patent of incorporation or charters, etc.), its date of issue, the liber (register) and the page (folio) number in the liber where a copy of the relevant document may be located in the files held by Library and Archives Canada.
Microfilm reel C-2883 covers the period of the index between 1651 and 1867, while microfilm reel C-2884 covers the period of the index from 1841 to 1867.
Avant la Confédération, deux registraires généraux étaient désignés pour exercer les fonctions de secrétaire provincial dans chacune des provinces du Haut et du Bas-Canada. À partir de 1867, le secrétaire d'État est devenu le registraire général, et ce, jusqu'en 1966. C'est alors que, pour une brève période, un ministère autonome du registraire général fut mis en place. En 1967, cette responsabilité incomba au ministre de la Consommation et des Affaires commerciales. Avec l'abolition de ce poste en 1995, les fonctions de registraire général furent confiées au ministre de l'Industrie. Industrie Canada a subséquemment décentralisé les fonctions du bureau du registraire général.
Le registraire général du Canada est responsable de l'enregistrement de tous les instruments, lettres patentes, commissions, proclamations et autres documents qui peuvent, de temps à autre, être délivrés sous le sceau privé du Canada ou sous le grand sceau du Canada qui est utilisé pour certifier l'authenticité des documents officiels. Le registraire général du Canada est également le gardien du sceau de l'administrateur du Canada et du sceau du registraire général du Canada. Et, bien que le gouverneur général soit le gardien officiel du grand sceau du Canada, il ou elle en confie généralement la garde au registraire général.
Cette collection est constituée d'un index-clé pour l'index général composé de sept index couvrant chacun une période de temps spécifique. Les index reproduits sur les microfilms concernés ici couvrent la période 1651 à 1867. Cet index-clé présente, dans un ordre alphabétique absolu, la liste des noms qui apparaissent dans l'index général, avec le numéro (folio) de la page et le numéro de la ligne sur la page où est indiqué chaque nom. Formant une collection à part, l'index général comme tel sert à identifier la nature de chaque document (commissions, lettres patentes d'incorporation ou chartes, etc.), sa date d'émission, le registre (liber) et le numéro (folio) de la page dans le registre où est indiquée la localisation du document pertinent dans les archives de Bibliothèque et Archives Canada.
La bobine de microfilm C-2883 couvre la période de l'index allant de 1651 à 1867, alors que la bobine C-2884 couvre la période de l'index allant de 1841 à 1867.
