Description
The Executive Council of the Province of Canada had a similar function to the Cabinet in England, but was not responsible to the Legislative Assembly of the Province of Canada from its inception in 1841 to 1848. Its members were advisers to the Governor and, later, the Premier of the Province of Canada, and they were usually a part of the Legislative Council of the Province of Canada. The Executive Council was appointed, often for life, and came from both Canada West and Canada East. The Council, itself, replaced the Executive Councils of Upper and Lower Canada, and existed from 1841 to 1867, when it was replaced by the Queen's Privy Council of Canada.
This collection consists of minute books (commonly referred to as the "State Books") of the Executive Council which record that body's deliberations concerning state business during the period from 1841 to 1867.
Le rôle du Conseil exécutif de la province du Canada était comparable à celui du Cabinet britannique, mais le Conseil n’était pas responsable envers l’Assemblée législative de la province du Canada entre le moment de sa création en 1841 et 1848. Ses membres jouaient le rôle de conseillers auprès du gouverneur, puis subséquemment auprès du premier ministre de la province du Canada. Originaires tant de Canada Ouest que de Canada Est, les conseillers exécutifs étaient souvent nommés à vie et, en général, ils faisaient partie du Conseil législatif de la province du Canada. Le Conseil exécutif comme tel a remplacé les Conseils exécutifs du Haut et du Bas-Canada et demeura en place de 1841 à 1867. C’est alors qu’il fut remplacé par le Conseil privé de la Reine pour le Canada.
The CAB RG 1 Shelf List (see RG 1, E1 section) is a typed volume-level description which provides volume titles and inclusive dates and corresponding microfilm reel numbers. The Shelf List also correlates the current volume number (assigned by the National Archives) to the letter designation (A, B, C, ... Z and AA ... AE) assigned to each volume by the records creators. The Shelf List also provides instructions on the use of the Analytical Index which is the principal finding aid for the records in this series. CAB RG 1 Shelf List
The Analytical Index for 1841-1867 (vols. 97-104 of the present series) was shelved until September 1989 as finding aid MSS992. This index must now be consulted on microfilm. Attempts to index the minute books in cumulative fashion resulted in the creation of several draft indexes (vols. 58-59, 65 and 94-96). While these help to illustrate how the Analytical Index was prepared by the Clerk of the Council, they are not as complete or comprehensive as is the Analytical Index. Analytical Index; MSS992 90
The inter-relationships amongst the series in this fonds are such that a finding aid describing one series may also provide a degree of access to other series. Thus, the index and registers known as the Analytical Index to the State Minutes for 1841-1867 (vols. 97-104 of the present series) not only provide access by personal names and subjects to the state minutes but also can be used to gain access to the records in the State Submissions to the Executive Council series and the Orders-in-Council of the Executive Council series (as both are arranged chronologically by date of decision in Council). 90
