Description

The Department of Railways and Canals is a former department of the Government of Canada. It had responsibility for the construction, operation, and maintenance of federal government-owned railways, as well as the operational responsibility for canals in Canada. The department was created in 1879 by transferring several existing government operations, namely the Railway Branch of the Department of Public Works, and the operational responsibilities for canals which were administered by the government's Office of the Chief Engineer. These components were reorganized into the Railway Branch and the Canal Branch, respectively. The Railway Branch was responsible for administering to the federally owned railways, namely the Intercolonial Railway of Canada and the Prince Edward Island Railway (at the time of the department's creation). The branch also provided a program of financial assistance to encourage new railway construction in the country. The Canal Branch administered Canada's canal system and undertook new construction as required. One of the most powerful departments in early Canadian governments, it was amalgamated with the Department of Marine and the Civil Aviation Branch of the Department of National Defence in 1936 to form the Department of Transport.
The Superintending Engineer of the Rideau Canal was responsible for all aspects of administration, maintenance and operation of the canal. The duties of the Superintending Engineer included conducting surveys, overseeing repairs and new construction, enforcing canal regulations, and supervising canal employees. Lieutenant Colonel John By (1779 - 1836), a retired officer of the Royal Engineers, was the first Superintending Engineer of the canal and was in charge of its construction.
This collection consists of letterbooks containing the outgoing correspondence of the Superintending Engineer of the Rideau Canal, relating to all aspects of administration, maintenance and operation of the canal. The letterbooks are individually indexed.
Le ministère des Chemins de fer et canaux est un ancien ministère du gouvernement fédéral. Il était responsable de la construction, de l'exploitation et de l'entretien des chemins de fer appartenant au gouvernement, ainsi que de l'administration des canaux à travers le Canada. La création de ce Ministère en 1879 enclencha le transfert de plusieurs secteurs gouvernementaux déjà existants, dont la Direction des chemins de fer qui relevait auparavant du ministère des Travaux publics et les responsabilités opérationnelles liées aux canaux qui relevaient du Bureau de l'ingénieur en chef du gouvernement. Ces secteurs furent réorganisés pour former deux Directions : la Direction des chemins de fer et celle des canaux respectivement. La Direction des chemins de fer était responsable de l'administration des réseaux ferroviaires du gouvernement fédéral, notamment l'Intercolonial et le Chemin de fer de l'Île-du-Prince-Édouard (au moment de la création du Ministère). Cette Direction offrait également un programme d'aide financière pour encourager la construction de nouveaux chemins de fer à travers le pays. La Direction des canaux gérait le système des canaux du Canada et les nouveaux projets de construction lorsque requis. L'un des plus puissants ministères du gouvernement canadien à ses débuts, il a été fusionné en 1936 avec le ministère de la Marine et la Direction de l'aviation civil du ministère de la Défense nationale pour former le ministère des Transports.
L'ingénieur en chef du canal Rideau était responsable de tous les aspects de l'administration, de l'entretien et de l'exploitation du canal. Ses tâches consistaient, entre autres, à effectuer des relevés, à superviser les réparations et les nouvelles constructions ainsi que les employés qui y travaillaient et à appliquer les règlements propres aux canaux.
Cette collection comprend les registres de copies de lettres expédiées par l'ingénieur-surintendant du canal Rideau concernant tous les aspects de l'administration, de l'entretien et de l'exploitation du canal. Chacun des registres de copies de lettres comporte un index.
